In September 2002 we held the first meeting
of a Think Tank of ELT professionals from the new Länder. It
is a group of fifteen people and includes primary, secondary and university
teachers, trainers from pre-service and in-service institutions as
well as representatives from regional education ministries.
It currently includes people from each of the five new Länder
as well as Berlin but we will look in future at how we widen the concept
to include other parts of the country.

We want to achieve three main things
- to use our status as an 'external' organisation to bring
together people from different institutions and Länder,
and in this way cut across those boundaries
- to learn from Think Tank members about the main issues
in ELT in the region and inform our strategy
- to work with them on the organisation of conferences and
other projects

The Think Tank members identified the following issues in
ELT in the new Länder:
- primary English teaching and bridging the gap between
primary and secondary schools
- intercultural learning
- new forms of evaluation & assessment
- European Language Portfolio
- in-service training
- co-ordination of curricula and examinations between Länder
- bilingual teaching
- exchange programmes

We will continue to meet every two months or so. We are happy to give
more information to anyone interested about what we are doing, the
issues facing the ELT community and our own learning points on how
to facilitate Think Tanks of this type.
